Express Entry vs Provincial Nominee Program (PNP)
How the federal Express Entry system and the Provincial Nominee Programs compare, and when a provincial nomination is worth pursuing.
- Express Entry is the federal system; PNP is run by provinces and territories.
- A provincial nomination adds 600 points and usually guarantees an invitation.
- PNP can help candidates whose CRS score is below the general cut-off.
- Enhanced PNP streams are aligned with Express Entry; base streams are separate.
Two different systems
Express Entry is the federal system that manages three economic programs and ranks candidates by CRS score. The Provincial Nominee Programs (PNPs) are separate programs run by provinces and territories to nominate candidates who meet their local needs.
The two overlap through 'enhanced' PNP streams that draw from the Express Entry pool.
How Express Entry works
You create a profile, receive a CRS score, and are ranked against other candidates. Regular draws invite those at or above the cut-off score.
If your score is comfortably above the recent cut-off, Express Entry alone is usually enough.
How the PNP works
Each province has its own streams, criteria and application process. Many target specific occupations or ties to the province, such as study or work experience there.
A nomination can add 600 CRS points, which normally places you far above any general draw cut-off.
Enhanced vs base streams
Enhanced PNP streams are linked to Express Entry: you must be in the pool, and a nomination is applied to your profile. Base streams are not linked to Express Entry and use a separate paper or online application.
For most Express Entry candidates, an enhanced nomination is the faster and cleaner option.
The 600-point nomination
A nomination is the single largest boost in the system. It is enough to move a low-scoring profile well above a typical cut-off, effectively guaranteeing an invitation in the next draw.
The trade-off is that you are expected to live and work in the nominating province.
Which route to choose
If your CRS score is already strong, apply through Express Entry directly. If it is below the cut-off, research PNP streams that match your occupation and profile.
You can pursue both at once: stay in the Express Entry pool and apply to eligible PNP streams in parallel.
